The domestic staff verification checklist for Pakistan

Exactly how to verify anyone before they work in your home: CNIC against NADRA, permanent address, guarantor, reference calls and police character certificate. With the fraud patterns to watch for.

Every household in Islamabad and Rawalpindi that has employed domestic staff for more than a couple of years has a version of the same story. A maid, cook or guard was taken on through a neighbour's recommendation, worked well for a few weeks, and then vanished. Nobody ever took a copy of the CNIC. Nobody knew the permanent address. There was no way to follow up and, in the cases where something went missing, no way to report it meaningfully either.

Verification is the whole difference between employing someone and hoping about someone. This is the complete checklist, in the order it should be done, along with the specific fraud patterns that are common in the twin cities. It applies whether you hire through an agency or directly. If you use an agency, it is also the list you should ask them to evidence.

Why word of mouth keeps failing

The informal route is not failing because people are dishonest. It fails because nobody in the chain has actually checked anything. When your neighbour recommends someone, you are trusting your neighbour's judgement about a person your neighbour also never verified. The trust is real; the information behind it is not.

The second failure mode is that nothing is written down. Duties, hours, salary date and the weekly off exist only as a vague shared understanding, which lasts exactly until the first disagreement. Most disputes we are asked to resolve come down to something nobody ever actually agreed out loud.

1. Identity: CNIC and NADRA

This is the foundation and it takes five minutes.

  • Ask for the original CNIC, not a photocopy and not a photo on their phone. Photocopies are trivially altered.
  • Photograph both sides yourself, in front of them.
  • Check the photo actually matches the person standing there. This sounds obvious and is skipped constantly.
  • Check the card has not expired. Expired CNICs are very common.
  • Verify the number against NADRA records where you can, or ask your agency to evidence that they did.

If someone will not show an original CNIC, stop

There is no innocent explanation that outweighs the risk. Every legitimate candidate has a CNIC and expects to be asked for it. Refusal, or an endless series of reasons it is unavailable today, is the single clearest warning sign in domestic hiring.

2. Permanent address, not current

The address that matters is not the rented room in Dhoke Kala Khan they moved into last month. It is the permanent family address, usually a village or ancestral home, where someone who knows them can be reached.

A current address tells you where they sleep this month. A permanent address, with a working phone number for a relative there, tells you there is a place they are accountable to. That distinction is the entire point of the exercise.

Ask for both. Record both. Confirm the permanent one by calling the number and simply asking whether the person lives there and who they are to the person answering.

3. A guarantor on record

A guarantor is a named person who vouches for the candidate and provides their own CNIC and contact number. It is the cheapest and most effective deterrent available to a household employer, and the step that is skipped most often.

It works for a reason that has nothing to do with legal enforceability. A candidate who knows that a relative or former employer has put their own name on record behaves differently from one who believes they can disappear without consequence. Simply telling a candidate that you keep the guarantor's details on file changes the dynamic.

  • Get the guarantor's own CNIC copy, not just a name.
  • Call the guarantor yourself and confirm they understand what they are vouching for.
  • Prefer a guarantor with a settled address and a landline or long-held mobile number.
  • Avoid accepting another current employee of yours as guarantor. If one leaves, both often do.

4. Reference calls that work

A written reference letter is worth very little; they are easy to produce and nobody checks them. A phone call to a previous employer is worth a great deal. Ask for two, and actually call both.

Questions that get useful answers:

  • How long did they work for you, and what were the actual duties?
  • Why did they leave? (Listen for hesitation more than the words.)
  • Would you employ them again?
  • Were there ever issues with punctuality, honesty or money?
  • Did you ever have to deduct or withhold salary, and why?
  • Is there anything you would want to know if you were in my position?

That last question is the most productive one in the list. It gives a reluctant referee permission to tell you something they were not going to volunteer.

5. Police character certificate

A police character certificate is issued by the local police station and confirms there is no criminal record associated with the CNIC. It is not legally required for domestic employment in Pakistan, but it is strongly advisable in three cases: live-in staff, anyone alone with children or elderly relatives, and all security guard postings.

The request itself has a filtering effect. Candidates with something to hide tend to withdraw at this point rather than proceed, which is exactly what you want to happen before hiring rather than after.

6. Role-specific checks

Identity and background are the baseline. Each role then has its own competence check, and skipping it is how households end up with a cook who cannot cook.

  • Cooks. A practical cooking trial before placement, in your kitchen, making something you actually eat.
  • Drivers. Licence class and expiry, challan history, and a proper driving test in your own vehicle.
  • Nannies and childcare. Verified childcare experience with past families, basic first-aid awareness, and a medical check including hepatitis screening.
  • Home nurses. Pakistan Nursing Council registration and the actual diploma or degree, verified rather than described.
  • Guards. Police certificate as standard, ex-services record confirmed, and weapons licence checked for armed postings.
  • Electricians, plumbers, AC technicians. Trade certificate plus a practical fault-finding test.

Fraud patterns in the twin cities

The urgent advance

A candidate starts, works two or three days, then presents an urgent family emergency requiring a month's salary in advance. They do not return. This is the most common pattern by a wide margin, and it relies entirely on the employer feeling sympathetic and rushed.

The borrowed CNIC

A photocopy is produced that belongs to a relative with a clean record. This is why you look at the original and check that the photograph matches the person in front of you.

The agency that charges the candidate

Not fraud against you exactly, but it produces the same outcome. A worker who paid a month's salary to get placed starts the job in debt and leaves for any marginally better offer. Ask any agency directly whether they charge candidates. We do not, and it is a fair question to put to anyone who does.

The rotating placement

Some informal agents deliberately place staff who leave after a few weeks so the agent can collect a fresh fee from the next household. A replacement guarantee that costs the agency money is the structural defence against this.

What your file should contain

By the time someone starts work, you should be holding the following. If you hired through an agency and they cannot hand you this, you paid for an introduction rather than a placement.

  • Copy of the candidate's CNIC, both sides
  • Copy of the guarantor's CNIC and their phone number
  • Current address and permanent address, both recorded
  • Written notes from the two reference calls, with dates
  • Police character certificate, where applicable
  • Role-specific evidence: licence, trade certificate, PNC registration
  • A signed agreement covering salary, salary date, duties, hours, weekly off, leave and notice period
  • A recent photograph

Write duties as tasks, not as a job title

“Maid” means different things to different people. “Sweeping and mopping all floors daily, dishes after three meals, laundry on alternate days, bathrooms twice weekly” means the same thing to everyone. The second version prevents the argument in week three.

Common questions

How long does full verification take?

Done directly, allow two to three weeks. Reference calls take days to connect and a police certificate takes longer. Through an agency maintaining a pre-verified pool it is immediate, because the work was done before you called.

Can I verify a CNIC myself?

You can confirm the card is genuine and matches the person. Full database verification is generally done through authorised channels, which is one of the things an agency is for. At minimum, always see the original.

Is a police certificate really necessary?

For a part-time cleaner who is never alone in the house, arguably not. For live-in staff, for anyone alone with your children, and for every guard, yes. The cost is small and the filtering effect alone justifies it.

What if the candidate has no previous formal employer?

That is common and not disqualifying, particularly for younger candidates. Weight the guarantor and the permanent address more heavily, run a proper competence test, and consider starting with a trial period agreed in writing.
